  • Endorsing him in the 1990 campaign, the Burlington Free Press described Doug’s first term as Senate President: “He has lowered the decibel level of disagreement between parties and between chambers of the Legislature. He has fought to improve funding for children’s services — day care, treatment of victims of sexual abuse and intensive services for dysfunctional families. Although he is one of the Senate’s champions of environmental protection, Racine has shown a willingness to rethink. He was one of those who hammered out changes in Act 200, the planning law, earlier this year.” BFP, 10/25/1990.
